Chapter 19: The Man Who Ordered Them Erased

Angela recognized the voice before the recording finished.

She had heard it during budget hearings, emergency briefings, and private meetings in the mayor's office.

She had shaken the man's hand hundreds of times.

Mayor Thomas Whitaker.

Marcus looked at her.

"Tell me I'm wrong.""

Angela couldn't answer.

The technician replayed the final seconds.

The mayor's voice emerged again through the static.

"Authorize the operation. The Carter family must be erased.""

Then the recording stopped.

Hayes removed his glasses and rubbed his eyes.

"That's enough to establish probable cause for a federal investigation.""

"Probable cause?"" Marcus repeated.

"He ordered someone to kill our family.""

"Then we need to prove who received the order, who carried it out, and what happened afterward.""

Angela stood.

"Whitaker has access to every department record in this city. He can destroy anything we haven't secured.""

"Not anymore," Hayes said.

"This recording is already in federal custody.""

Marcus looked at the screen where Lawson's call had ended.

"Peter said Vaughn was following orders.""

"He's right," Angela said.

"Then we find Lawson.""

Hayes shook his head.

"We don't know whether he's alive.""

Marcus pulled out his phone.

"I know someone who can help.""

He called Patricia, the woman who had recorded the original assault in Centennial Park.

She answered after two rings.

"Marcus?""

"I need a favor.""

"Anything. Are you and the baby safe?""

"For now. Do you still have the original video from the park?""

"Yes.""

"Did you record anything before Miller approached me?""

There was a pause.

"I recorded a little before the incident. I was filming the event barricades because I thought the police presence was unusual.""

"Can you check it?""

"Give me a minute.""

Marcus waited.

Angela watched him carefully.

Then Patricia returned.

"Marcus, I found something.""

"What?""

"Your sister was right. There was a man near the black SUV before the attack.""

"Who?""

"I can't tell from the angle. But he was talking to someone inside the vehicle.""

"Can you send it?""

"I already uploaded the original file to a secure drive. I'm sending it now.""

Marcus received the video.

He enlarged the image.

A man stood beside the SUV, wearing a dark overcoat.

He turned toward the camera.

Marcus froze.

"That's Mayor Whitaker.""

Angela took the phone.

The image was blurry, but the face was unmistakable.

"Why was he at the park?"" she whispered.

Patricia spoke again.

"There's something else. He wasn't alone.""

Marcus zoomed in.

A second person stood behind the mayor.

A uniformed officer.

The image sharpened.

Angela recognized the officer immediately.

Detective Daniel Brooks.

The same man who had handled the confidential informant file.

The same man who had helped create Marcus's false identity.

Marcus looked at Hayes.

"Brooks was working directly with the mayor.""

Hayes nodded grimly.

"Which means Vaughn wasn't the only person coordinating the operation.""

Angela looked toward the federal agents.

"Where is Brooks being held?""

"Federal transport facility," one agent answered.

"He's being processed.""

"Can we question him?""

"Not without authorization.""

Angela turned to Hayes.

"Then get it.""

Within twenty minutes, they were inside a federal interview room.

Brooks sat behind the table, his hands cuffed in front of him.

He looked exhausted.

When Marcus entered, Brooks smiled faintly.

"Still alive, Carter?""

Marcus sat opposite him.

"Disappointed?""

"Not particularly.""

Angela placed the photograph from Patricia's video on the table.

"Why were you with Mayor Whitaker at Centennial Park?""

Brooks glanced at it.

Then he leaned back.

"You're asking the wrong question.""

"Try me.""

"Why do you think he was there?""

Angela's voice sharpened.

"Because he ordered the attack?""

Brooks looked at Marcus.

"Your brother was never supposed to get hurt.""

Marcus felt anger rise.

"You put a photograph of my daughter in Miller's hands.""

"I didn't.""

"Don't lie.""

Brooks's eyes shifted.

"Lawson handled that part.""

"Who ordered it?""

Brooks said nothing.

Angela leaned forward.

"Whitaker?""

Brooks smiled.

"Whitaker didn't order everything. He approved the operation. Vaughn ran it.

Lawson handled the private security side. I handled the police records.""

"And Miller?""

"Miller was useful.""

Marcus clenched his jaw.

"Useful enough to assault a man holding a baby?""

Brooks looked down.

For the first time, he seemed ashamed.

"That wasn't supposed to happen.""

"You knew what he was going to do.""

"I knew he was supposed to recover the bag.""

"What was in it?""

Brooks glanced toward Angela.

"Your mother's original evidence.""

Marcus shook his head.

"The envelope contained a threat.""

"That envelope was a decoy.""

Angela's expression changed.

"What?""

Brooks continued.

"Your mother hid the original evidence inside a document sleeve. The envelope was supposed to make you think the bag itself was the target.""

Marcus remembered the cream envelope with the red wax.

The note.

The words.

You should have stayed out of this.

He looked at Angela.

"Did Mom put something else in the bag?""

Brooks nodded.

"She left a small memory device inside the lining. Lawson believed it was still there.""

Marcus felt his stomach drop.

"The diaper bag?""

"Yes.""

Angela stood abruptly.

"Where is it now?""

Marcus stared at Brooks.

"The hospital secured it.""

"Then someone may already have taken it.""

Hayes immediately called the federal evidence team.

They checked the hospital inventory.

The bag was still there.

But the lining had been cut open.

The hidden compartment was empty.

Marcus stood.

"Who accessed it?""

The agent checked the electronic log.

"An evidence technician. Authorization came through the mayor's emergency office.""

Angela looked at Brooks.

"Who?""

Brooks lowered his eyes.

"Lawson.""

Marcus turned toward Hayes.

"He's still moving.""

Hayes nodded.

"Then we need to find him before he gets rid of that device.""

Brooks suddenly spoke.

"You're too late.""

Angela looked at him.

"Why?""

"Because Lawson doesn't have it.""

"Who does?""

Brooks hesitated.

Then he whispered:

"Your father gave it to someone before he died.""

Marcus leaned forward.

"Who?""

Brooks looked directly at Angela.

"Your mother.""

Angela's face tightened.

"Mom already gave Hayes a recording.""

"That wasn't the only copy.""

Brooks continued.

"She made three. One went to Hayes. One went into the bakery box. The third was given to a witness.""

Marcus remembered the letter.

The hospital bracelet.

The list of names.

"Who was the witness?""

Brooks's expression changed.

He looked frightened.

"The person who was supposed to die instead of your father.""

Before Angela could respond, the interview-room door opened.

A federal agent entered.

"Commissioner, we have a problem.""

"What?""

"The mayor just announced an emergency press conference.""

Angela stood.

"What's the subject?""

The agent hesitated.

"He's accusing you of stealing evidence, conspiring with your brother to fabricate recordings, and ordering the disappearance of Detective Brooks.""

Marcus stared.

"He's turning the entire investigation against us.""

Hayes shook his head.

"No. He's preparing to destroy the evidence by making us look like the criminals.""

Angela's phone rang.

The screen displayed MAYOR WHITAKER.

She answered.

"Thomas.""

His voice sounded calm.

"Angela. I think it's time we stopped pretending.""

"What do you want?""

"Your resignation.""

"You can forget it.""

"Then listen carefully. I have the third recording.""

Angela went still.

"What recording?""

"The one your mother gave the witness.""

Marcus stepped closer.

Whitaker continued.

"And I have the witness.""

A pause.

Then his voice dropped.

"Come alone if you want to know who really killed your father.""

The call ended.

Marcus stared at his sister.

"You're not going.""

Angela looked at him.

"He's holding someone who may know what happened.""

"That's exactly why you're not going alone.""

Hayes picked up his jacket.

"We're not giving him another chance to control the scene.""

Angela looked at the photograph of their father.

May you like

Then at the brass key in her hand.

"Let's finish this.""
